At the ODI, we have identified key steps to publishing open data, as outlined below.

Open data publishing: suggested process

  1. Identify data
  2. Record data in the catalogue (title, abstract, location, owner etc)
  3. Risk assess the data for potential to share
  4. Consider/carry out mitigations if required
  5. Agree sign off on sharing (senior leader/business owner)
  6. Record risk assessment outcome and also store the risk assessment itself
  7. Ensure the actual data is stored in a place where it can be accessed externally
  8. Prepare metadata to provide a persistent URL to the data
  9. Inform communications team and customer services team when the data will be live
  10. Publish the data with supporting documentation
  11. Maintain, review and feedback – keep the data, metadata and links up to date
  12. Seek use cases and feedback
